Is Your Victorian Property a Ticking Tax Bomb

Is Your Victorian Property a Ticking Tax Bomb?

If you own a second home in Victoria—a holiday house, a rental, or even a vacant block of land—you need to pay attention.
Come January 1, 2025, the state government is lighting a fuse on a new set of property taxes. What used to be a niche issue for Melbourne’s inner suburbs is about to become a statewide reality, and it could cost you a fortune.
Are you prepared?
A Perfect Storm: The Two New Tax Traps
Two major changes are converging, creating a perfect storm for property owners.
1. The “Empty Homes” Tax is Now Everywhere
The Vacant Residential Land Tax (VRLT) is expanding across all of Victoria.
So, what does that mean in plain English? If your property sits empty for more than six months of the year, you’ll be hit with a new tax.
It’s a big one: 1% of the total value of your property—the land and the building. On a $1 million holiday home, that’s an extra $10,000 tax bill every year.
2. Regular Land Tax Is Getting Tighter
At the same time, the government is squeezing more out of the existing Land Tax. The tax-free thresholds are lower and new levies are in place.
The bottom line? More property owners are paying land tax than ever before. It’s no longer a matter of if, but how much.
Who Is Most at Risk?
This isn’t just for big-time developers. Everyday Victorians are in the firing line. You’re at high risk if you’re:
A Holiday Homeowner: Your family’s cherished beach house on the Mornington Peninsula or retreat near the Grampians could now be classified as “vacant” if you don’t use it enough.
A Landlord in the Regions: Have a rental in Geelong or Ballarat that takes a while to tenant? If it’s empty for over six months, you’re on the hook.
Someone “In-Between”: Holding onto an inherited property? Waiting on council approval for a renovation? All these situations can easily push you over the six-month limit.
The Devil’s in the Details: 3 Traps to Avoid
The government has written the rules in its favor. Here’s what you need to know.
  • The 6-Month Rule is Cumulative. The clock is always ticking. Two weeks in summer, a month in winter—every vacant day gets added to a running total for the year.
  • You’re Guilty Until Proven Occupied. The State Revenue Office (SRO) can flag your property at any time. The responsibility is on you to prove it was lived in. Without rental agreements, utility bills, or a logbook, you have no defense.
  • Exemptions Are Not a Given. Don’t assume your holiday home is automatically exempt. You have to apply for it and meet strict criteria, including proving you or your family used it for at least four weeks a year.
How to Protect Yourself Before 2025
Ignoring this is not an option. Here’s your simple action plan:
  1. Know Your Numbers. Review exactly how and when your property was used this year. Is it close to the six-month mark?
  2. Become a Record Keeper. Start a logbook for your property now. Document every single stay. Keep every power bill and rental receipt.
  3. Get Proactive Advice. Understanding your tax exposure before you buy or sell is now critical. Expert advice can shield you from five-figure mistakes.
The landscape for property investment in Victoria has fundamentally changed. A passive asset now requires active management.
